What Is OTIF in Chemical Delivery?

OTIF means On Time In Full. It is a single delivery-performance metric that counts an order as successful only if it arrives within the agreed delivery window and at the agreed quantity and specification. A shipment that is one day late, or on time but 400 gallons short, both score zero. OTIF is the percentage of orders that pass both tests.

That all-or-nothing design is why procurement teams use OTIF to judge bulk chemical suppliers instead of a simple “on-time” number. On-time-only reporting hides short shipments, wrong grades, and partial tank truck fills — exactly the failures that stop a production line.

What does OTIF actually measure?

OTIF combines two independent pass/fail conditions on the same order line.

On Time means the delivery arrived inside the agreed window. The window is a negotiated definition, not a universal one. Some buyers score a delivery on time if it lands on the promised calendar date. Others require a two-hour appointment window at a specific receiving dock. The tighter the window, the lower the same supplier’s OTIF score will look.

In Full means the quantity, grade, and packaging matched the purchase order. For bulk chemicals this is stricter than it sounds. A tank truck delivering 4,800 gallons against a 5,000-gallon order is short. A drum shipment that arrives with 39 of 40 drums is short. A load of 190 proof ethanol against an order for 200 proof is not in full, even though the volume is correct.

Because both conditions must pass, OTIF is always lower than either metric measured alone. A supplier reporting 98% on-time and 97% in-full does not have 97% OTIF — the combined figure is lower whenever the failures fall on different orders.

How do you calculate OTIF?

The formula is straightforward:

OTIF % = (Orders delivered on time AND in full ÷ Total orders delivered) × 100

The arithmetic is trivial. The definitions are where suppliers and buyers disagree, and where a reported number becomes meaningless if you do not pin them down:

  • What is the unit? Order lines, deliveries, or shipments. A multi-product order scored as one line looks different from the same order scored as four.
  • Which date starts the clock? The date the buyer requested, the date the supplier confirmed, or a revised date agreed after the fact. Suppliers that re-baseline against confirmed dates can report high OTIF while missing every original request.
  • What tolerance counts as full? Bulk liquid loads vary with temperature and meter calibration. Many contracts allow a stated percentage tolerance. If no tolerance is defined, every normal variance scores as a miss.
  • Who owns a carrier failure? If the supplier arranges freight, carrier delays belong in the supplier’s OTIF. If the buyer arranges pickup, they do not.

Ask any supplier quoting an OTIF figure to state all four definitions in writing. Two suppliers quoting the same number under different rules are not comparable.

What reliability metrics should you track besides OTIF?

OTIF is a summary score. It tells you that something failed, not what failed. These companion metrics isolate the cause.

Lead time variability deserves particular attention. A supplier with a consistent 12-day lead time is easier to plan around than one averaging 8 days with a range of 3 to 21. The average looks better; the operation runs worse, because safety stock must cover the worst case.

What limits delivery reliability in bulk chemical freight?

Several constraints on chemical delivery are structural, not discretionary. Understanding them tells you which misses are a supplier problem and which are physics.

Federal driver hours limit how far a truck moves in a day. Under the U.S. Department of Transportation hours-of-service rules, a property-carrying driver may drive a maximum of 11 hours after 10 consecutive hours off duty, and may not drive beyond the 14th consecutive hour after coming on duty. Drivers must also take a 30-minute break after 8 cumulative hours of driving. A short-haul exception applies within a 150 air-mile radius of the normal work reporting location. These limits are set out in FMCSA’s summary of the hours-of-service regulations (49 CFR Part 395). No supplier can promise a same-day delivery that requires 13 hours of driving.

Rail moves cheaply and slowly. Railcar transit is measured in weeks, and switching delays at origin or destination are common. Rail is not a rescue mode when a truck load falls through. The tradeoffs are set out in our comparison of rail versus truck for bulk chemical shipping.

Dedicated equipment is a hard constraint. A load of high-purity solvent cannot ride in the trailer that last carried a different product without a documented wash. Tank availability, not truck availability, is often the real bottleneck.

Receiving-side failures show up as supplier misses. Detention, missed appointments, and unloading delays get scored against the delivery even when the truck arrived on time. These typically appear on the invoice as accessorial charges, which is one reason freight-line detail on a quote is worth reading closely.

How do you verify a supplier’s reliability before you commit?

Reported metrics are self-scored. Verification comes from asking questions a weak supplier cannot answer specifically.

  1. Ask for the measurement definitions first, the number second. A supplier who cannot state the unit, the clock start, the tolerance, and the carrier-failure rule is not measuring OTIF in any useful sense.
  2. Ask what happens on the day of a failure. Who calls you, how fast, and with what alternative. A named contact and a stated notification time are worth more than a percentage.
  3. Ask which terminals or plants serve your location. A single sourcing point is a single point of failure. Multiple supply points mean a disruption at one has a route around it.

  5. Run a trial before the blanket order. Three or four real orders reveal more about lead time variability than any reference call.

Reliability should also weigh against price on a total-cost basis, not a per-gallon basis. A stockout costs more than a freight premium. Does supplier consolidation help or hurt reliability?

Both, depending on how it is structured. Consolidating volume with fewer distributors typically improves your priority during allocation, simplifies documentation, and reduces the number of relationships that can fail. It also concentrates risk: one supplier’s disruption now touches more of your spend.

The usual resolution is a primary supplier carrying the majority of volume with a qualified secondary already approved, specified, and having shipped at least once. A backup that has never delivered to your site is not a backup. What is a good OTIF percentage?

There is no universal benchmark, because the score depends entirely on how the delivery window and fullness tolerance are defined. A supplier scoring 92% against two-hour appointment windows may be more reliable than one scoring 99% against calendar-date windows. Compare suppliers only after standardizing the definitions, and track your own measured OTIF rather than relying on self-reported figures.

What is the difference between OTIF and fill rate?

Fill rate measures quantity only: units shipped divided by units ordered. OTIF requires both correct quantity and correct timing on the same order. A supplier can have a high fill rate and poor OTIF if shipments are complete but consistently late.

Does OTIF include the supplier’s carrier?

It depends on who arranges freight. When the supplier controls the freight, carrier performance belongs in the supplier’s OTIF. On a buyer-arranged pickup, it does not. Specify this in the contract, because it is the most common source of disputed scores.

How many backup chemical suppliers should we qualify?

For a production-critical chemical, one qualified secondary supplier that has actually shipped to your site is the practical minimum. Qualification means the grade is approved, the documentation has been reviewed, and receiving has handled at least one real delivery. Paper-only backups tend to fail at the moment they are needed.

Can a distributor improve reliability more than buying direct from a producer?

Often, yes, for mid-volume buyers. A distributor holding inventory across multiple terminals can serve a rush order that a producer scheduling production campaigns cannot. Producers usually win on price at very high volumes; distributors usually win on responsiveness and mixed-load flexibility.
